Program: Dream Keeper Initiative
Job Type: Temporary, One-Year Contract with possibility to extend
Hours: 37.5 hours / week
Salary: $79,000 - $87,000, DOE
Reports to: Executive Director, Collective Impact
  
The Organization: Collective Impact – Founded in 2007, Collective Impact’s mission is to provide people and programs with the tools they need to succeed. We believe we are all connected and if we work together we can develop critical solutions to the issues facing our community. Based out of the historic Ella Hill Hutch Community Center in the Western Addition, Collective Impact serves as an anchor institution and a safe haven for children, youth and families. We are an incubator for community-based organizations and provide them with the expertise and resources they need so their developing programs can flourish. Through all of our work and the programs we serve, we annually improve the lives of over 2,000 chronically disadvantaged people.
 
The Program: Dream Keeper Initiative – In June 2020, following the killing of George Floyd, Mayor Breed and Board of Supervisors President Shamann Walton announced a plan to prioritize the redirection of resources from law enforcement to support the African-American community. The Dream Keeper Initiative is the result of that plan. The Dream Keeper Initiative is a new, citywide effort to reinvest $120 million over the next two years from law enforcement into San Francisco’s Black and African American community. This Initiative is part of Mayor London N. Breed’s roadmap for reforming public safety and addressing structural inequities in San Francisco. The first $60 million of the Dream Keeper Initiative for Fiscal Year 2020-21 will go towards some of the programs that we provide at Collective Impact: Youth Development and Education, City Employment Pipelines, Workforce Training and Development, Business and Entrepreneur Support, Health and Wellbeing, Housing and Homeownership.
 
The Job: Program Director – This new Dream Keeper Program Director role is an extraordinary opportunity for an individual with experience in innovative programs and strong team management skills to grow and develop a city-sponsored program.
 
Leadership
  • Cultivate new and existing relationships with the community we serve with the goal of ensuring sufficient space and resources, and access to services
  • Develop and implement strategies that will maximize the synergies among program areas and services we can provide to children, youth, families, and the community
  • Develop and implement a system to evaluate the skill, experience, and professional development all staff
  • Implement a professional development program to address employee experience and skill gaps
  • Work with staff to develop objective performance measurements across all sites, to ensure consistent, high-quality evaluation and goal setting for all employees
  • Instill a sense of accountability among team members by modeling tight oversight of individual and organization performance standards
  • Recruit, hire, and oversee training and orientation of all staff members
  • Engage in national-, state-, and local-level relationship building to increase visibility and ensure strategic programmatic and organizational growth
  • Participate in senior staff and board activities to inform and lead Dream Keeper strategies and approaches
 
Program Operational Management
  • Serve as a senior leader for program design and evaluation for Dream Keeper Initiative at Collective Impact
  • Ensure programmatic excellence through development and implementation of innovative performance and outcomes measures
  • Manage programmatic budgets to ensure effective and compliant use of grant and contract funds
  • Effectively engage staff assets to support the ongoing work of grants and contracts
  • Interact with project teams to maintain consistent understanding of project status and deliverables and identify variances and errors to ensure sound fiscal management of programs
  • Using the existing balanced score card and program dashboard; establish consistent, objective program performance standards of accountability
  • Use technology as a data collection and reporting tool as well as a staff management tool to develop and implement program evaluation systems
  • Seek and develop new funding relationships and then leverage those relationships to write and submit successful grant proposals and contract bids
  • Direct, lead, and manage the development of grants applications and reports through collaborative writing with staff teams
 
Required Qualifications
  • Minimum of a BA in a related field, MSW Degree preferred
  • At least 7 years of experience in a program management role
  • Quick learner and someone who takes initiative without always needing direction
  • Constantly identifies areas of priority, roll-up your sleeves to execute, figure out if it can be scaled, and then set up a system to scale it
  • Demonstrated success developing and evaluating program models, selecting and successfully operationalizing innovative programs
  • Strong project management skills managing complex, multimillion dollar, multifaceted projects resulting in measurable successes and program growth
  • Experience having worked with a high-performance, collaborative, constructive peer groups
  • Strength in hiring, recruiting, managing, developing, coaching, and retaining individuals and teams, empowering them to elevate their levels of responsibility, span-of-control and performance
  • Deep understanding of employee performance improvement plans and corrective action policies
  • Demonstrated results in managing through complex systems and personalities as well as proven experience negotiating win-win agreements
  • Ability to produce high quality work and written materials needing minimal editing
  • Personal qualities of integrity, credibility, and a commitment to and passion for our mission
  • Demonstrated ability to utilize de-escalation techniques that align with the trauma informed care model as part of intervention strategy for working with participants in crisis who are responding to triggers/stressors and/or demonstrating early indicators of distress
  • Demonstrated cultural responsiveness in working with diverse families and communities
  • Must have access to dependable transportation and personal car insurance that meets the minimum liability coverage required for position if driving for work or transporting participants unless using agency vehicle
  • Clean driving record; current CA Driver’s License or ability to obtain within 10 days after hire
